If my boss is passive agressive and allows the office manager to do things or say things that cost the employees to waste time and run in cirlcles, how do you make a change without retaliation?

She constantly finds something to say something to me about whether it was done correctly or not. When I respond, she quickly tells me that she talked to the boss and he agrees with her. For instsance, on one ocassion she told me I was not doing my job because someone kept calling back to the office rushing us to make a decision. Instead of her telling the caller that it takes 24-48 hours, she tells me that I need to give the providers more reminders. I first give requests, then a reminder. Sometimes I give several reminders, but she just ignored that fact. After I started to respond to her accusation that I was not doing my job, she hushed me saying that this is not a discussion. I already talked to the doctor and he agrees. Well, I went to the doctor on several occassions and he seems clueless, but because he does not want to deal with it, he sends me right back to her.
