I worked for a city government and placed a 2 weeks resignation and was terminated the same day. I was approved for hire by the city counsel but was told by the mayor that they (counsel) voted to let me go the same day without convening to vote to accept

I was voted in by city council for the job. Shouldn't the same apply to accept my resignation? I feel like it was retaliation for a whistle blowing event about a council who was pressuring me to break rules by doing personal favors on his property during city time using city equipment and employees.
