Do I qualify for unemployment benefits?

Currently a Flat Rate technician (mechanic) making $18/ flag hour. I have been in this position for 2.5 years. Management informed me 3 days ago that they were moving me to a different department and to hourly pay to free up hours for the rest of the shop because our shop is slow. The department they are moving me to pay is hourly but likely a lower pay rate, they have yet to inform me of the pay rate, but they want me to start in that new position tomorrow. I have a few questions: 1) if the pay is less than what I currently make and I do not accept the hourly position in the other department do I qualify for unemployment? Or no because they offered me another position? 2) Can they legally force me to work this new position without informing me of my pay rate? I am supposed to start in the new department tomorrow. I have yet to sign any paperwork. I would greatly appreciate your reply
