Has there been a recent June 2009 change in FMLA law?

I've used FMLA intermittant leave for time ranging from approx. 15 minutes to 90 minutes--all approved. NOW,my employer is saying as of June 2009,there was a change in the law,and I can no longer use FMLA for anything less than 1 hour increments. Is this true? Since I was approved prior to any (if true) law change, does the change affect me? Thanks.
