Do I qualify for unemployment?

Hi,
I am in a leadership development program at work, which lasts 2 years. Last Nov, I was approved for FLMA and was told that when I come back, I will need to repeat the second rotation, when I challenged them, they gave in and said they will look at the work and determine completion after I come back.
After I came back from FLMA, I was told that my work was excellent, but I lack soft skills and need to repeat the second rotation. I decided to not continue with the program and was told that I have 60 days to find a job, after that, it will be voluntary resignation. I was also told that I have to tell hiring manager and everyone in the program that it's due to personal reasons that I'm quitting the program. Can I qualify for unemployment after 60 days because they are making the program difficult for me?
