Do I need to marry my fiance for her to qualify for medical insurance under Calif Ed Code 7000?

I am a Calif school district employee and not currently married, but need to know if my fiancé and I need to marry before I retire for her to get insurance from my school district that is governed by the CA Education Code 7000.

California Ed Code in the first paragraph of section 7000 states:

"School district...shall permit enrollment in, respectively, the health and
welfare benefit plan or dental care benefit plan currently provided
for its current certificated employees by any former certificated
employee thereof who retired therefrom under any public retirement
system and his or her spouse "

Furthermore, it sounds like this provision will not allow my future children to be covered because it continues:

“This subdivision does not apply to either the new spouse upon the remarriage of a surviving spouse of a former certificated employee or the children of a certificated or former certificated employee.
