Can my ex-employer take out Insurance premiums from my vacation payout after a lay off?

I was laid off and am receiving severance pay and my accrued vacation time in 2 separate checks. They are deducting both insurance premiums and FSA contributions from both paychecks. Is this legal in PA after a lay off?
