Can i sue for discrimination and try to get my dollar or for misleading me so that i would accept po

My employer offered me a dollar above base wage as a compensation for being bilingual, when I was offered my position as a case manager. Two year's later today, that base wage has changed for the company case managers and i am no longer a dollar above base wage but just .50 cents above. Also, while the other employees get a .50 cent raise their 3rd year as an employee i will only be getting a .25 cent raise. When i reached out to human resources regarding the initial offer letter and verbal offer, they stated that it was not guaranteed and that it was an offer as a new employee. Can i sue for discrimination on wage for getting a raise less then my co workers ( i am a hispanic person ) and for failure to provide substancial information in the offer letter that would suggest it wasnt guaranteed and ask for my $1 above base pay plus compensation for my stress and anxiety regarding this matter. ?
