Can employer force me to sign befor i can read the employee hand book

i work for this company for almost 2 years and never signed or seen a employee hand book. now they have one. and they have it on one paper all bunched up together saying that so and so will recieve and will or have read the book and i agree to the rules. but they wont give me a few mins to review the book before i sign and now i am on suspension and waiting to sign the paper and i have 14 days or else im let go. also it stated under personal rules for there reason. still was not able to get a hand book to read while on suspension . until i sign.
