Can an employer withhold a final paycheck of wages already earned if I will not sign a separate doc?

I handed in a resignation letter with an end date of Feb. 21 to my employer and my last date of worked hours was Feb. 19. I have one final check due, available March 2nd. My employer is now forcing me to come to the office to pick up and sign for my final paycheck - BUT FIRST wants me to sign a new resignation letter that also states I will not have any contact with any of the clients that I had dealt with while employed there. Can my employer withhold that last paycheck from me if I refuse to sign their document on the spot AFTER my employment had already voluntarily ended 2 weeks prior?
