Can an employer withhold a final paycheck for refusal to sign a termination document in IL?

I was recently let-go from my job due to under-performance of the establishment. I am still owed a final paycheck due to work performed. I received a "termination letter" (a converted severance letter) demanding that I sign the document in order to receive my final paycheck (no severance). I am refusing to sign the document for multiple reasons (non-compete clause/mileage clause? etc.) and the owner is refusing to release my pay.
