Can an employer force this same employee to use pto to get to 40 hours?

I am a physical therapist that is employed as a full time equivalent. Should I be exempt or non exempt? Or is it up to the discretion of the employer?

Additionally, can my employer use my PTO without my approval to get me to 40 hours? They say ,they can because I am full time equivalent. i dont understand how that figures in
