Can an Employer (Temp Service) deduct the cost of a background check and Drug Test from final paycheck without any kind of communication or signed written consent

Just as it says above due to circumstances Beyond My Control I was unable to stay at the assignment for more than a week. I received a phone call from said temp agency saying that because I was there less than a week they were going to deduct the cost of the background check and drug test from my final check I did not sign anything and it was not communicated to me before start date that this was possible
