Can a public employee have union representation when investigated by an outside agency?

A coworker was investigated on an alleged infraction having to do with intimidation of a developmentally disabled adult. I was her representative. The outside investigative agency told me I could not speak, advise or take notes (d/t confidentiality). I am wondering if her rights were violated or was she in fact not permitted to have me representing her? She was never told of her exact infraction. Is that acceptable?
