Can a company deny retro pay when the manager was at fault for the review not being turned in on time?

The company has always paid retro.
Lately, the upper management has been making rules as they go. There is no known policy handbooks or any type of information for employees. Recently I finally had my review, which was due back in April. My manager kept putting it off and telling me different things, everytime I asked. Me and a few other employees feel discriminated against because we are the only ones not getting what others have already gotten. Management seems to only give retro pay to certain employees. My question is, can they deny my retro?
