Breaking an Employment Contract while in H1B visa, Do I have to pay anything if I left my employer?

I have never signed a contract, have signed an offer letter where its mention

You agree that if you voluntarily terminate the agreement for any reason, then you will too the maximum extent permitted by law of reimburse the company upon demand all the costs & expense incurred by the company including relocation, legal fees, loss profits, liquidated damages for the breach of this provision which is in addition to other damages the company may seek a breach of any other provision in this agreement.

This offer is in effect for thirty business days and is contingent upon your presenting a completed I-9. Please also understand that this is only a letter of offer and not a contract of employment.
