As the new HR manager for this company, I performed an I-9 audit, only to find the process has not been followed by my predecessor. Should I go back and re-verify everyone hired in the last three years to be safe?

I-9 Audit- discovered the process has not been handled correctly by the person before me. There are either 1.) No forms, 2.) Section 2 not completed and signed 3.) E-verify was not performed before my arrival. What few forms that are here are kept in the personnel file. Should I re-verify everyone hired in the last three years to be safe?
