As an nonexempt employee can my employer make me adjust my shift to avoid OT?

Up to three times a month my employer will tell me to come in 2 to 3 hours later than my normal shift so I can attend meetings that are outside my normal schedule. I am usually given two weeks notice prior to the adjustment. After the day is adjusted I go back to my normal shift until I am asked again. How is this different than flex time?
