Are lead employees allowed to discuss the conduct of their subordinate to a 3rd party that is fam d?

When a Dept Lead - in this case, one step above supervisor, discusses a subordinate's behavior to family/friends (Lead's daughter in this case)not employed by the same company; is this a wrongful act. Also in this case, the dept lead's daughter admittedly made negative statements over the past year about the employee to her father.
