All things being equal, can an employer pay less hourly to a part-time worker than to a full-time worker for the same position?

I accepted a supervisory position with a company along with a few others at the same time. I found out months later that the full-time workers had been given a higher pay grade than I had, and was told that my lower pay grade was due to being a part-time worker, even though the job description and duties were the same. I appealed my pay grade and was told that even though I carried out the same job duties, they were covered by the "other duties as assigned" portion of my job description. Is this correct?
