vacation time revoked due to 2 year old accounting error

I recently gave my two weeks notice to my employer. Today on my last day I was informed that she had found an accounting error from 2013 that was wrong, through no fault of my own, and that I would not be paid for 21 hours of vacation. We have a use it or lose it policy every year. Is this legal to go back 2 accounting years to deny payout of vacation?
