overpaid PTO hours

I took 40 PTO hours in the past 3 months. Last week I resigned but HR found I didn't actually have that much POT balance. There is mistake on the PTO accrued. The number I saw on paystub is not correct. They re-calculate my POT hours and found I over took 38 PTO hours. I worked 4 hours last week. They said it will be deducted by the PTO hours I over took and I have to return the left paid hours money. Does that make sense?
