holiday and vacation pay benefits vary inner office

I understand there is no law stating employers must offer vacation, holiday and sick day benefits in the state of Illinois. But what if some employees with less weekly hours receive these benefits, while employees with more hours are not given the option of paid holiday, vacations and sick days within the same office. These being employees that had cut their hours years before and recently had been asked to work more hours than those with paid benefits. Is it fair to ask for equal benefits?
