Could a company lower someone's pay because the person has 10 years seniority and their salary is high and the company wants to reevaluate the position and is saying it is not worth the salary of the person with 10 years seniority. This person has worked in this position for about 3 years. The company wants to lower the salary about $15,000.

If they are truly lowering the salary to save costs, yes they can do that. If the lowering costs is just an excuse and there is really another reason, then it depends upon what that reason is as to whether or not it is legal. If you don't know of another reason, then you will just have to accept that it is unfair, but legal.
