can they add to our severance agreement that we cannot file for the "trade adjustment agreement"?

There are about 40 of us being laid off in an office of 68 employees. Our jobs have been sent "off shore". I wish I had found this site sooner, because today we get our severance packages to sign and mail out.
There is a rumor that if we sign our severance package as is, we forfiet the right to sign and attempt to gain the TAA. Is this legal?
