can there be an exception to the 180 - 300 day filing timeline based on claimant’s mental disabilit?

My daughter was wrongfully terminated from her job of 18 years because her new manager, who had been a co-worker previously, and she did not communicate effectively. This was very problematic because she was diagnosed with bipolar many years ago and the problem with the manager caused extreme stress which exacerbation of her mental illness thus causing her to withdraw from the real world & not mentally capable defending herself. This manager made many insulting remarks to her, such as “ she was a disgrace to her department”. Bottom line she was incompetent to file any grievance within the time frame given. I am now attempting to advocate for her. Can there be help for her. She has lost EVERYTHING.
