can my previous employer deny me severance pay after stating i would receive it?

i was part of a mass layoff empployees were told they would be paid a severence package approx 390 were paid i was not i was told because i took a job with another milk company i was being denied i followed all terms of the company closing i stayed at the job until the final work day,after being laid off i took a job with another milk company and was told i would not be receiving a package because i found work, i have 22 years service and am owed 10 weeks severance,this happened to myself and 7 others,all other 380 or so employees were paid except us 7
