can an employer string you along after coming of medical leave when position is available?

I went on FMLA January, 2016 broke leg. Came back off medical leave September, 2016. Position was given away (RN). I am still employed by company and have to find own job in the system. Every time I apply for a job I receive a response email saying "we are going with someone who is more competitive". I have been with this company for 11 years. I have been applying for jobs in the system since September, 2016. There are plenty of jobs I qualify for been an RN since 1998. I even applied to the unit I was at and a previous RN position before going to that unit. I don't have a chain of command because I don't have a unit. I did contact a chief nursing officer in the organization but she keeps canceling meetings on me.
I have to pay health insurance myself to the company. Human resources is my only contact.
I need help!
