can I be forced to use vacation for a sick day?

my employer has a new policy where they force you to use your vacation for sick time. We accrue sick days, but if you do not have enough sick time in the bank and call in we now are forced to use a vacation day but still given attendance points. This seems unfair to me. If you have the vacation time and are being forced to use it you should not also get the attendance points. It seems to me that it should be one or the other. Not both. Then when you go to use your preapproved vacation days but now don't have those days left in the vacation bank that is more attendance points. Can they do this?
