bumping rights

a co-worker and I were both started in our positions at the same time. we are both local government employees. This new position required me to switch to another employee union. His job is now being eliminated and he is trying to bump me out of my position. I have more seniority based on pension time. I have 24 years and he has 17 years. Are bumping rights based on seniority (pension time) or by union time?
