Work 24--Paid for 20

I am a Paramedic working for a private ambulance company. Although we work 24-hour shifts, we are only paid for 20 hours per shift. We are allowed to sleep during the shift but MUST respond if a call comes in. If I am required to be at the workplace, aren't they required to pay for the entire 24-hour period?
