What is the proto call if an administrator playfully hits a person on the head with an object (french bread) stick, the one you buy in the store? and the employee was working with their back turned unaware & surprised. They were still in shock, told the N

The administrator came into the office after getting lunch caring groceries (the employee's desk is in front of a window, and a little walkway is behind the employee) The Administrator hit the employee with the bread stick ( he laughed) Employee was not happy ('saying no don't do that"), he was still laughing. The employee was uncomfortable. They also, stated to the administrator 'they were mad @ him) Employees still continued to work & do their job. The Nurse asked why the employee was mad & stated that the administrator hit them over the head with a breadstick, also he was told that he can not do anything offensively and watch what he says & do because he works with women, and she agreed. (He has worked with the Nurse for years). The rest of the day he kept stating that the employee was mad. (No witnesses saw because the office was busy) Two days later the employee told the HR Manager on the phone - & also told them he made a discriminating remark making fun with a stranger that the employee is strong and will carry a heavy bag down the stairs. Also, they stated to talk to the administrator about what he said but did not state anything about the hitting.
The HR manager stated that they would talk to the administrator. (not having it-no one has a right to put their hands on any employee.)
What steps should the HR manager/ Owner make (to resolve this) or are there any? Would someone get fired? or is it a slap on the hand? what if happened again?

Administrator - Caucasan male
employee - African American female
