Virtual contract but asked to relocate or quit

I am working in a virtual position contract. A week ago I was told that either I would relocate to the main office and become an in office employee or to accept severance. I originally was give. 3 days to decide that turned into a week. I was offered minimal relocation assistance. No real reason was given to me to move several states away and I worked 14 years for the company. My reviews were always optimal. Is this legal or are they forcing me to quit?
