Unusual case of reversed discrimination or bad management? do i have a case?

Work has always been difficult, for several of us actually, no matter what I do -nothing is ever good enough. I want to quit, however cannot afford it. its stressful beyond belief and it effects me at home. The only thing I have going for me is that we are being outsourced in just a week, however I will still reamin in the same envrionment/building. I want to report it to EEOC but terrified even though it is covered under whistle blower, of the retaliation. Here are some facts:
*the Claim is against the president. Presidents husband/family african american, she is white.
* A non manager was promoted to manager placed over me-an experienced manager. She has had no prior management expereince. was promoted twice in her position, and would of been promoted again, except there were budget cuts and she couldnt. She is african american.
- she became difficult to work under. when i went to the president about it, following my chain of command. I was told that If i wanted things to be better, i need to wake up everyday and ask myself what can i do to make my managers life better. Then I was told that in order to get appreciation (because i told her i felt underappreciated) that I need to give appreciation. And did i ever thank her for watching my job while i was on materinity leave!

* needed another dean, even thought there were other qualified candidates, she chose an african american dean because she said she needed one.
* two receptionist start at the same time. one white, full time and the african american one as a temp. the temp becomes full time eventually. has had several negative reports and is still currently working poor. (even recorded her being on the phone for over 25 mins on work hours while watching the front desk!). The other receptionist has had perfect work reports. The african american gets promoted.
* half african american director, has been moved around for bad behavior. Suspended twice for treatment of employees. Still employed there!
* group of admissions reps, two african american , the rest mix of hispanic and white. the one african american one does not meet his numbers, arrested multiple times for DUI , still driving on suspended license, needed to take time off weekends to do his punishment work. Will be promoted soon.

I would like to know if this is why no matter how well i do, or what I do, the president will not be happy. her favortism lies within those people and I am not sure if its just bad management or if this is what really is happening? It is a very touchy subject. As a added note, just had a local women won a case against the city for the similar thing intrestingly enough.

Discrimination exists whenever one group is treated less favorably than another; it is not a matter of reverse discrimination. If you feel you are being treated less favorably because you are white, you have the ability to have that claim addressed by the EEOC and/or the FCHR. Doing so provides you with anti-retaliation rights, but it is always uncomfortable, if not difficult, filing a claim against the employer you current work for. Whether you do so or not is a choice you will have to make. I do recommend that if you file a Charge with the EEOC and/or the FCHR that you do so through counsel. This filing is potentially the first step in the filing of lawsuit and, as such, you want to make sure it is done properly.
