Unpaid Office Meetings for Service Technicians

At my husband's job (pest control), the compensation is as follows: ~ 2 weeks training at minimum wage ~ Regular pay: commission only - $12 for initial service and $8 for quarterly service. Some days he works 14+ hours with a strict time schedule and the number/types of jobs varies. If he works overtime, there is no additional compensation. ~ Bonuses paid for positive customer reviews and for being on-time for the week. On the nose, this all sounds very fair (except maybe the overtime part). My issue is that they require the employees to pay tolls out of pocket and any meetings, additional training, or creating marketing videos at the office is unpaid. Is that allowed?
