This is a new Vacation, Paid Time Off Question

My employer decided to combine all of my vacation, medical leave and personal time off earned into one Paid Time Off amount or allotment. Also, my employer forces me to forfeit any hours over 40 accrued in a three month period, on the calendar quarter. Simply, the employer will only carry over 40 hours of an employees combined time off every calendar quarter at the end of March, June, September and December.

Is this legal for the employer to take away the employees earned time off every 3 months?
