Should my PTO payout be at my PT payrate, our my FT payrate since I earned it while FT?

I took a demotion from FT to PT at my employer because I got a second job. I also took a paycut. I used some of the PTO I accrued while being FT (now PT) and I was paid out my new PT wage. Then my company decided to pay me out for the rest of the PTO accrued while FT (without my asking) and it was also at my new PT rate. The fact that after I requested PTO they did a "auto payout" makes it seem as though I should have been paid out when my job title and my pay rate changed, and it should have been at my FT payrate. Should it have been?
