Reduce hours from PTO bank for exempt employee?

Exempt employee is out of work for 4 weeks due to injury and received full weekly salary throughout. Employee did not receive prior approval to work from home during that time. Can employer deduct at least half 2 weeks from PTO bank as there is no record if employee performed any work from home during that time.
