Offered a promotion in writing and then they hired someone else. What are my rights?

My husband was offered a promotion at his job. The offer was sent via email which included us having g to relocate from Florida to Ma (company paid up to 5k in expenses), company stated he had to take a business program at Harvard which he completed and they paid, he was to hire and train his replacement, which he did and then 5 months before he was supposed to step into new role his company informed him that they have chosen someone else in the company. Company stated his new salary will remain the same for one year and then revisit situation. What rights do we have?
