Bill for PTO.

My old employer sent me a bill, stating that I took PTO I haven't "earned" yet. I did not know the PTO was set up this way, and when asked, the company is not able to provide proof that I agreed to this policy. They did send me the PTO I used compared to what I earned, but if known, I would have never agreed to these terms. Do I need to pay them back?
