My employer has suspended my severance payout due to the final sale of the company? Is this legal?

I have a signed contract entitling me to 26 weeks of bi-weekly payments. Company was sold and severance payouts were suspended pending final sale of the company. No the answers I get is that the list of approved severance packages is being reviewed by upper management to be finalized. However I have now been shorted 4 weeks of pay with no forward answer of how long this process will take.
