Must a company honor the PTO time listed in ADP?

My pay stub in December said I had 169 hours of PTO. My supervisor said I did not have any PTO and did not pay me. Plus no the next pay stub it said I only had 8.6 hours of PTO. Are they required to honor the 169 hours since it was document on my pay stub and pay me the time owed?
