Is this protected conduct, bogus explanation, and what is time limit?

I worked for Census Bureau temp employee. Complained to my crew leader & then to his supervisor about no follow up being done by my supervisor on employees who were not properly collecting Census data. My CL also asked me to falsify a document for him. I was in position between my CL and other employees. These employees were constantly bringing complaints to me about the CL's incompetence. I made excuses for CL saying he was very busy and I got the work corrected to best of my ability until such time that CL prevented me from doing so by moving me around to work w/ different employees. The morning after I made complaint to my CL's supervisor I was called by CL & bumped down to lower position. I lost extra mileage pay & hours cut. Reason given: insubordination because I'd gone over his head to complain & I'd discussed his competence w/ other employees (Just before meeting w/ supervisor I did some fact-gathering long after the talk about CL's competence was common place. I also told supervisor I was uncomfortable/not sure how to handle this problem. He told me another gentleman had made a similar complaint. He also told me that I was doing an excellent job.) I later found out another CL had earlier complained had been demoted/moved to work in another county, reason given: insubordination/that he failed to recognize the CL's authority. I filed an employee grievance but I was denied opp to confront CL in presence of manager--manager said he didn't have time for that--I learned 2 weeks later nothing had been done to correct problems w/ census data. My position was never restored, CL's position was never changed, I got no word of any investigation except that one worker told me the next meeting CL announced I had been insubordinate going above his head to complain & everyone was asked to put into writing what they thought of that. They were told no bickering would be tolerated. I quit 13 days later before grievance was ever answered & so they dropped the grievance & never did answer any of my complaints. But CL opened & read a letter that was addressed to the manager not to him re I had complained to OIG & CL called to say he did not submit my letter & threatened I'd be "prosecuted to the fullest extent of the law" (what law?) if I showed up at any meetings (which are held in public restaurants) I called manager to tell him of this yet nothing was done, they just dropped the grievance on basis that I had quit before the 15 days for their reply had run out & they just notified me by letter. Do I have a case & how long do I have to file it? The main census office still shows my job title as position I was supposedly removed from and extends my appointment for 6 months.
