Is this harassment or defamination

I am asking this for a friend, who works as an RN and has worked for this hosp clinic for almost 3 months the first incident occured when a Dr ,who had a moment, slung mucus on the RN's face, the RN was sent for a drug test, however the Dr who caused the exposure, was not. The RN complained on the Dr, and since has been the target of yet another Drug test, in the private meeting it was disclosed that it had been told to the management(by undisclosed source) that the RN was in Drug Rehab.(never been to any type of rehab and does not/never has had any type of substance problem) and was then sent for another test. The RN is not concerned with the test its self(there is no reason to worry) however this is now twice within a month that the character and professionalisim has been questioned both of which were after the RN called to question a Dr's behavior the RN is concerned that a) they are attempting to force a resignation. b) this may affect licensure later on. --- where does this type of problem fit--
