Is this considered retaliation?

My fire dept recently received a payment for wages that were not paid correctly over the last 5 years totaling around $500,000. Within one month of receiving the money, the city has taken away overtime pay if a holiday has been taken that week for the whole city with the fire dept being the primary target. For only the fire dept, they are questioning the way we exchange time. They reduced our vacation by 22%, saying they have been figuring it wrong for over 20 years. Now they are talking of changing our holidays from 10 full days a year to 3. Much of this will not save the city much but will only put extra people on trucks.
