Is there anything I can do if an employer will not respond to me or my housing authority about sending proof of last date of employment to housing so they can adjust my rent appropriately? I owe almost $4000 in past due rent because of this.

I had to leave my job at Fred Meyer in Coos Bay Oregon last February and my former employer is not responding to me or my housing authority about my last date of employment so they can adjust my rent appropriately. I now owe almost $4000 in past due rent because of this. My housing manager and I have both tried to contact them several times to fax over proof and they will not return calls, reply to emails or send a simple fax. Anything I can do?
