Is nepotism allowed in Local Government Agencies

I am employed by a local government entity. The hiring process is quite embarrassing, everyone who gets promoted is either a good friend, family member, neighbors, or own a motorcycle so they can all go on outings together. Employees are promoted who clearly have no work experience or knowledge of the area's they are responsible for. I too believe that race plays a big role in the promotional process.
