Demotion and pay cut.

As an employer for a county government department, am I allowed to demote a person and reduce their pay at the same time?

Generally, yes you can demote with a pay reduction. Be sure that there is not a local Commissioner's Court or other administrative body to secure approval from first, obviously. Confirm that there is not any basis in law for the employee to claim discrimination or retaliation under federal and state statutes, and that the documentation to support the demotion is proper. Some counties have "Civil Service" appeal rights for their employees, so you might have to justify your action to a hearing officer or panel, as well. I'd suggest running this by the County or District Attorney.
