Is it legal to expect employees to be on call (expected to be at a phone) and not be compesated.

My employer has enforced on call as a requirement of employment, we are expected to answer the phone when called and if we don't answer or come in we are written up and in some cases discharged. We are not compensated for the time we have to be by a phone. We will be payed if we come in. We are salaried with exempt, so we get overtime. We cannot go out of town for the call in if we do and miss the call or are not able to travel back within the short notice of an hour we are repremanded. Is this legal, if not who to contact?
