Is it legal in CT to change vacation policies months into a year after people have used vacation day

I'm in Connecticut and we were vacation time every year that we could use and it never had to be accrued or payed back if we left or were terminated. A policy change this month (March) came about and now they are asking us to sign a paper agreeing to a vacation time policy that makes us accrue vacation days. You can use non accrued days but you have to pay them back if your terminated or quit which I know is well with in the state law to do so, but my question is since the year already started and people have already used vacation days is it legal for them to change it on us now or do they have to wait until next year to force us into the policy change?
